    Esta ponencia constituye un primer avance de investigación para la tesis de Maestría en Estudios Urbanos (UNGS) en base a un trabajo de campo realizado en los barrios El Álamo y Villa Esther de Quilmes Oeste a fines de 2015. Me interesan explorar algunas dimensiones de las representaciones que construyen los habitantes de estos barrios sobre la politicidad popular: los sentidos construidos en torno a las demandas de hábitat y vivienda, la legitimidad de la acción directa, las representaciones sobre las redes de mediación territorial, las personificaciones involucradas (perceptores y mediadores) y los objetos (planes sociales, materiales y otros recursos) que por ellas circulan. En la ponencia revisaré las representaciones a partir de las cuales los habitantes confieren o no legitimidad a la acción directa (la toma de tierras), los atributos con los que dotan a los participantes,el estatuto otorgado a las mediaciones políticas y al Estado.A su vez, los principios de justicia que elaboran los sujetos para juzgar las acciones propias y las de los otros se estructuran en relación a un cierto modelo ideal (normativo) que admite excepciones que instituyen legitimidades diferenciales; los modos en que se sutura la distancia entre el derecho y la necesidad ofrece un prisma productivo para estudiar las representaciones sociales. Intentaré mostrar también cómo la memoria barrial, especialmente los relatos sobre su génesis, opera en la construcción de representaciones sobre las modalidades legítimas de producción del hábitat.Mesa 15: Pobres ciudadanos.     Intersectoriality and State-civil society relations in housing policy under the Kirchner administrations

    Este trabajo busca describir el modo en que se ha abordado la cuestión del hábitat y la vivienda desde las políticas sociales implementadas por el ejecutivo nacional durante los gobiernos kirchneristas (2003-2015). Revisaremos el estatuto otorgado a la sociedad civil y las mediaciones territoriales en las políticas sectoriales, para lo cual realizaremos una breve revisión histórica para describir la particular gravitación de las formas no estatales de resolución de las necesidades de hábitat y vivienda en nuestro país. Luego, examinaremos el renovado interés sobre las redes comunitarias durante los años 90´ y el modo en que este debate se tradujo en políticas de vivienda y hábitat. Finalmente, se atenderán a las rupturas y continuidades en torno a la participación de la sociedad civil y el vínculo entre políticas sociales trabajocéntricas y las de hábitat y vivienda a partir de la noción de intersectorialidad.This paper aims to describe the way in which housing has been addressed from the social policies implemented by the national executive during the Kirchnerist governments (2003- 2015). We will review the status granted to civil society and territorial mediations in sectoral policies, for which we will conduct a brief historical review to describe the particular gravitation of non-state forms of resolution of housing problems in our country. Then, we will examine the renewed interest in community networks during the 1990s and how this debate resulted in housing policies.     Old and new land occupations. Controversies about direct action in informal settlements in the periphery of Buenos Aires

    En este artículo abordamos, a partir del análisis de un trabajo de campo realizado en 2015, el estudio de la acción directa ligada a las demandas de hábitat enasentamientos informales en el sur de la periferia de Buenos Aires. Concentramosnuestra atención en el estatuto de las prácticas y los sujetos involucrados, así comolos horizontes normativos en virtud de los cuales se representan y juzgan a susparticipantes. Si, como ha señalado Roy (2005), la informalidad urbana supone almismo tiempo que la ausencia de planificación oficial, la existencia de un sistemade normas informales que regulan su constitución y transformación, nuestro trabajo se inscribe en una preocupación por estudiar este espacio de informalidad, lalegitimidad que funda y modula a las acciones de los sujetos así como las fronterasy delimitaciones que se construyen a su interiorIn this article we study, from a fieldwork carried out in 2015, the problem of direct action aimed at resolving land claims in informal settlements in the south of the periphery of Buenos Aires. We focus our attention on the status of the practices and the subjects involved, as well as the normative horizons under which their participants are represented and judged.     En 1981 se produjeron ocupaciones masivas de tierras en el sur del Gran Buenos Aires que dieron lugar a la formación de seis asentamientos. Se trató de una modalidad de conformación de barrios populares por entonces novedosa, y a la luz de los acontecimientos posteriores, fueron juzgadas como acciones de carácter “fundacional”, especialmente en lo que respecta a su matriz organizativa. En este artículo estudiamos las representaciones sociales que los protagonistas de aquella toma elaboran acerca de la acción directa y sus transformaciones. Intentaremos mostrar cómo un relato de características épicas, organizado a partir de una confrontación entre el actor colectivo que constituían los asentados contra la dictadura militar, convive con otro relato en el que ese “nosotros” es más un resultado que un punto de partida, producto de un ejercicio de demarcación de fronteras no siempre evidentes, ni mucho menos incuestionables. A su vez, las tomas posteriores son entendidas como el resultado de un conjunto de prácticas y conocimientos que integran el acervo familiar y que se transmiten generacionalmente; se comparte no sólo el saber hacer, sino también las dificultades y sus aspectos controversiales. Así, el orgullo asociado a su condición de fundadores, se combina con una disposición pedagógica para acompañar a sus hijos en las nuevas ocupaciones.In 1981 there were massive land occupations in the south of Greater Buenos Aires and as a result six settlements emerged. It was a way of creating popular neighborhoods at the time novel, and retrospectively they were judged as "foundational" actions, especially with regard to their organizational aspect. In this article we study the social representations that the protagonists of that occupation elaborate about direct action. We will try to argue that in the representations of our interviewees two elements are combined: a representation of epic characteristics, structured on the basis of a confrontation between the collective actor that constituted the settlers against the military dictatorship, coexists with another representation in which that "us" it is more a result than a starting point, product of an exercise of demarcation of borders not always evident, much less unquestionable. In turn, the subsequent occupations are understood as the result of a set of practices and knowledge that integrate the family acquis and that are transmitted generationally; not only the know-how is shared, but also the difficulties and their controversial aspects.     El lado oscuro de la protesta, representaciones en eclipse : Un análisis de la noticias del diario <i>Clarín</i>, 2008-2009

    ¿Qué representaciones construye el diario acerca de la identidad piquetera y de los formatos de protesta utilizados? ¿Qué representaciones acerca de la cuestión de la desocupación y la identidad desocupado? ¿Existen modalidades diferenciales o significaciones homogéneas a lo largo del período? El objetivo general que guiará la presente investigación es: Explorar la relación de los componentes del trípode general del movimiento de trabajadores desocupados a través de las notas del Diario Clarín correspondientes a 2008-2009. Los objetivos específicos, son: - Indagar acerca de las representaciones que el diario construye en torno a la identidad piquetera y a los formatos de protesta utilizados. - Explorar sobre las representaciones cimentadas por el periódico acerca de la cuestión de la desocupación y de la identidad ‘desocupados’. - Rastrear las significaciones de los dos puntos anteriores a lo largo del período para observar la existencia o no de modalidades diferenciales u homogéneas. Nuestra hipótesis de trabajo es: En las noticias de nuestra muestra se construye una representación asimétrica. En aquellas notas en las que el periódico pone el foco sobre la cuestión de la desocupación y la identidad ‘desocupados’ se tiende a construir una imagen pasiva y justificatoria de los protagonistas. Por otro lado, en aquellas noticias en las que el foco está puesto sobre la identidad ‘piqueteros’ y la metodología de protesta, se tiende a construir una imagen activa pero criminalizadora de los sujetos partícipes. Dichas imágenes tienden a imponerse una sobre otra mostrando una condensación de sentidos sobre alguno de los nudos del trípode, no pudiendo mostrar el mismo, por lo menos en la versión mediática, estabilidad.Facultad de Humanidades y Ciencias de la Educació

    Age-Related Effects of COVID-19 Pandemic on Mechanical Reperfusion and 30-Day Mortality for STEMI : Results of the ISACS-STEMI COVID-19 Registry

    Background: The constraints in the management of patients with ST-segment elevation myocardial infarction (STEMI) during the COVID-19 pandemic have been suggested to have severely impacted mortality levels. The aim of the current analysis is to evaluate the age-related effects of the COVID-19 pandemic on mechanical reperfusion and 30-day mortality for STEMI within the registry ISACS-STEMI COVID-19. Methods: This retrospective multicenter registry was performed in high-volume PPCI centers on four continents and included STEMI patients undergoing PPCI in March–June 2019 and 2020. Patients were divided according to age (< or ≥75 years). The main outcomes were the incidence and timing of PPCI, (ischemia time longer than 12 h and door-to-balloon longer than 30 min), and in-hospital or 30-day mortality. Results: We included 16,683 patients undergoing PPCI in 109 centers. In 2020, during the pandemic, there was a significant reduction in PPCI as compared to 2019 (IRR 0.843 (95%-CI: 0.825–0.861, p < 0.0001). We found a significant agerelated reduction (7%, p = 0.015), with a larger effect on elderly than on younger patients. Furthermore, we observed significantly higher 30-day mortality during the pandemic period, especially among the elderly (13.6% vs. 17.9%, adjusted HR (95% CI) = 1.55 [1.24–1.93], p < 0.001) as compared to younger patients (4.8% vs. 5.7%; adjusted HR (95% CI) = 1.25 [1.05–1.49], p = 0.013), as a potential consequence of the significantly longer ischemia time observed during the pandemic. Conclusions: The COVID-19 pandemic had a significant impact on the treatment of patients with STEMI, with a 16% reduction in PPCI procedures, with a larger reduction and a longer delay to treatment among elderly patients, which may have contributed to increase in-hospital and 30-day mortality during the pandemic

    Gender Difference in the Effects of COVID-19 Pandemic on Mechanical Reperfusion and 30-Day Mortality for STEMI: Results of the ISACS-STEMI COVID-19 Registry

    Background. Several reports have demonstrated the impact of the COVID-19 pandemic on the management and outcome of patients with ST-segment elevation myocardial infarction (STEMI). The aim of the current analysis is to investigate the potential gender difference in the effects of the COVID-19 pandemic on mechanical reperfusion and 30-day mortality for STEMI patients within the ISACS-STEMI COVID-19 Registry. Methods. This retrospective multicenter registry was performed in high-volume primary percutaneous coronary intervention (PPCI) centers on four continents and included STEMI patients undergoing PPCIs in March–June 2019 and 2020. Patients were divided according to gender. The main outcomes were the incidence and timing of the PPCI, (ischemia time ≥ 12 h and door-to-balloon ≥ 30 min) and in-hospital or 30-day mortality. Results. We included 16683 STEMI patients undergoing PPCIs in 109 centers. In 2020 during the pandemic, there was a significant reduction in PPCIs compared to 2019 (IRR 0.843 (95% CI: 0.825–0.861, p < 0.0001). We did not find a significant gender difference in the effects of the COVID-19 pandemic on the numbers of STEMI patients, which were similarly reduced from 2019 to 2020 in both groups, or in the mortality rates. Compared to prepandemia, 30-day mortality was significantly higher during the pandemic period among female (12.1% vs. 8.7%; adjusted HR [95% CI] = 1.66 [1.31–2.11], p < 0.001) but not male patients (5.8% vs. 6.7%; adjusted HR [95% CI] = 1.14 [0.96–1.34], p = 0.12). Conclusions. The COVID-19 pandemic had a significant impact on the treatment of patients with STEMI, with a 16% reduction in PPCI procedures similarly observed in both genders. Furthermore, we observed significantly increased in-hospital and 30-day mortality rates during the pandemic only among females. Trial registration number: NCT 04412655

    Impact of Smoking Status on Mortality in STEMI Patients Undergoing Mechanical Reperfusion for STEMI : Insights from the ISACS–STEMI COVID-19 Registry

    The so-called “smoking paradox”, conditioning lower mortality in smokers among STEMI patients, has seldom been addressed in the settings of modern primary PCI protocols. The ISACS– STEMI COVID-19 is a large-scale retrospective multicenter registry addressing in-hospital mortality, reperfusion, and 30-day mortality among primary PCI patients in the era of the COVID-19 pandemic. Among the 16,083 STEMI patients, 6819 (42.3%) patients were active smokers, 2099 (13.1%) previous smokers, and 7165 (44.6%) non-smokers. Despite the impaired preprocedural recanalization (p < 0.001), active smokers had a significantly better postprocedural TIMI flow compared with nonsmokers (p < 0.001); this was confirmed after adjustment for all baseline and procedural confounders, and the propensity score. Active smokers had a significantly lower in-hospital (p < 0.001) and 30-day (p < 0.001) mortality compared with non-smokers and previous smokers; this was confirmed after adjustment for all baseline and procedural confounders, and the propensity score.
